India: The centrally funded Comprehensive Scheme for T&D System in Arunachal Pradesh and Sikkim is expected to commission by March 31, 2025. According to the latest status report issued by Central Electricity Authority (CEA), the scheme was broadly 62% completed as of August 31, 2024.
In Arunachal Pradesh, the backbone of the power distribution system is 33 kV in most parts of the state, while in Sikkim much of the grid relies on the 66 kV system. The scheme aims to create new transmission lines and substations, including those of 220 kV and 132 kV voltages, to ensure proper voltage management and lower distribution losses. Over half of the total transmission line network and substation capacity envisaged across the states is of the 132 kV voltage level. Power Grid Corporation of India Ltd (PGCIL) is the project implementing agency.
The scheme has 294 elements comprising transmission lines and substations. As of August 31, 2024, 182 elements were commissioned (41 of 55 in Sikkim, and 141 of 239 in Arunachal Pradesh). Transmission line addition is moving slowly, bogged down by severe right of way-related constraints in several projects across both the states. Only 1029 ckm of the total 4241 ckm planned were completed, implying a completion ratio of just under 25%. On the other hand, around 67% (1270 MVA) of the total 1910 MVA of substation capacity envisaged was completed.
